Dr. Waiyawut Wuthiastasarn – Thailand has been established a policy of service act by NBC (National Broadcasting Telecommunication) in 2008. The Television Access Service including captioning and sign language is important for a deaf and hard of hearing people to access television. Captioning is consisting of a time to see the characters on the screen and size of the characters is important because it makes a deaf and hard of hearing people understanding a content. Color of the characters is also important. Then, captioning will be designed to be suitable in television program.
Sign language is a signer on the screen who interpret dialogue from actors and actresses or translate an information by a news reporter to a deaf and hard of hearing people. The shape of frame size and the color of background of sign language might be interrupt the normal hearing audience. Then it must be designed for all people.
